National Conference (NC) Vice President Omar Abdullah will be sworn in as Chief Minister of Jammu and Kashmir for the second time at 11:30 am today (Wednesday). He will henceforth become the first chief minister of this union territory. The program will be held at Sher Kashmir International Conference Center in Srinagar.
Nine ministers are likely to take the oath with him. Congress may get ministerial and deputy speaker posts. National President Tariq Hamid Kara and Secretary-General Ghulam Ahmed Mir are running for ministerial posts.
However, the Congress Party did not appoint Mir as leader of the Congress Legislative Party until October 15, so his chances of becoming a minister are slim. Meanwhile, Nizamuddin Butt can serve as Deputy Speaker.
In addition, independent MPs can also serve as ministers. This would allow the Jammu region to have adequate representation in the government. At the same time, the national conference can produce seven ministers. According to the Jammu and Kashmir Reorganization Act 2019, the total number of ministers, including the chief minister, cannot exceed 10% of the parliamentary seats.
After taking the oath, Omar Abdullah will hold a meeting with the administrative secretaries at 3:00 p.m.

To this end, NC has extended invitations to about 50 dignitaries, including Leader of the Opposition in Parliament Rahul Gandhi, Congress President Mallikarjun Haq, West Bengal Chief Minister Mamata Banerjee, Tamil Nadu Chief Minister MK Stalin, Uddhav Thackeray, Sharad Pawar, Lalu Prasad Yadav and Arvind Kejriwal. NC alone has the support of 48 MLAs. Of the seven independent MLAs who won the election, four announced their support for North Carolina on October 10. The four independents are Pyareral Sharma from Inderwal, Satish Sharma from Chhamb, Mohammad Akram from Surankot and Dr Rameshwar Singh from Bani seat.
After this, Omar said – now our number has increased to 46 people. A day later, on October 11, the Aam Aadmi Party (AAP) also supported the NC. Mehraj Malik is the party’s only MLA elected from Doda seat.
Later, independent MLA from Thanamundi Muzaffar Iqbal Khan also supported the NC. In this way, NC does not need Congress to form the government, but under the pre-selected alliance, Congress will also be part of the government.

Omar won election to the seat in 2009 when he first became chief minister. His grandfather Sheikh Abdullah won here in 1977 and his father Farooq Abdullah won here in 1983, 1987 and 1996.
In fact, Omar lost the election from Baramulla Lok Sabha seat. Rashid, an independent candidate and engineer who was then imprisoned in Tihar jail, lost the election by about 200,000 votes. To this end, Omar is contesting two seats in the parliamentary elections. Both seats are National Congress strongholds.
On October 13, the presidential term was terminated after 7 years. Ahead of the formation of the new government, an order was issued late on October 13 to lift the president’s rule over the state. The home ministry said President Draupadi Murmu issued the order ending the presidential rule before the new chief minister was sworn in.
The last assembly elections in Jammu and Kashmir were held 10 years ago in 2014. After the election, the Bharatiya Janata Party and the People’s Democratic Party formed a coalition government. The government collapsed in 2018 after the BJP withdrew its support and Mehbooba Mufti resigned as chief minister.
Thereafter, the Governor’s rule remains in the state for 6 months, after which the President’s rule is imposed. Meanwhile, the Lok Sabha elections were held in 2019, with the BJP returning to the center with an overwhelming majority. Thereafter, on August 5, 2019, the Bharatiya Janata Party government abrogated Article 370, which had given special status to the state.
The state was also divided into two Union Territories (Jammu-Kashmir and Ladakh). The state has since been ruled by the president for about six years and has now held parliamentary elections. In the 2024 assembly elections, the National Conference (NC) won 42 seats, its ally Congress won 6 seats and the CPI(M) won 1 seat. After the election results were announced, National Council Chairman Farooq Abdullah said Omar would become the chief minister.
The notice to lift the presidential rule was issued late at night on October 13.

The People’s Democratic Party and the Bharatiya Janata Party, which were in power at the time, had one seat each. NC had supported Congress candidate Ghulam Nabi Azad. After the elections, the fourth seat fell to the People’s Democratic Party-BJP alliance.
